My neighbour's daughter hit my parking car in front of my house

My neighbour is a mother with 3 children who rent the property next to my home. Her oldest daughter around 22-25 years old who hit my parking car in front of my house. So her mother around 43 years old asked her to say sorry to me, she came to say sorry to me and said she will pay for the cost of the car repair, her mother also says the same. 

So I went to a car repair shop to ask the price of the repair fee is around £300, so I hand over the bill to her mother.  But no response after that. so I knock on her door more than 4 times to track the bill, the first time: the mother said: my daughter is in London. she will tell her daughter. the second time, she said she will find someone to fix my car. the third time, she said she is very busy. the fourth time, she said she will come back to us...
But she and her daughter never ever come back to me. 

Inside of my stress for my car bill, they have the party at home and live like a normal, and keep silent as nothing happens.  
Even we are just next to the doot, we often meet, the mother keeps saying sth random: like the weather, the holiday... but avoid mentioning the bill at all.

The daughter is at home every day, she never comes back to me to pay for the bill. 

I am a very kind person as I respect the mother with 3 children( 2 adults 1 younger), the mother work in the post office. But she and her daughter's behaviour make me sick.  She just pretends very pitiful and said to me not to call the insurance company, no report to the police. But every day, I saw her wearing the sunglass drinking wine enjoying the sunbath in her garden, her daughter invited her many friends to have the party in the garden. 

It will already be very nice to wait for them to pay for my bill even just make a little effort to fix my car in a cheap way, but they never ever make any effort. 

It has been nearly 2 months so far. I am very very very upset about these tenants. Why they don't have faces? just live next to the door see me every day. They don't feel shame?

I have CCTV in my house.  it records her daughter said sorry to me about the car. 

What Can I do ?

    Claim off her insurance

    Given you've been more than reasonable and she's refusing to pay, demand the insurance details from her (or get from AskMid) and put in a claim against her. Point out that her (almost certainly) not reporting the accident to her insurance could result in her policy being cancelled. I do hope you told your own insurance about this non-fault notification

    Very simply - the daughter or the mother pay the £300 by whatever (short) deadline you set, or you will claim on their insurance / Police report if they do not have insurance.

    Dear Farfetch, Thank you so much for your good advice and the solution, I contacted my insurance, but the mother and her daughter try to avoid letting me known their details; name, mobile, insurance. My insurance said they will found their details as they just live next to my door. they rent the house, nearly pay £1500-£1800 per month rent, which means they are financial security.

    I just worried they will bother/find trouble to me if I claim them by insurance, and pretend they are very pitiful, and her daughter is just a kid ( 22-25 years old). and her daughter always with many friends having parties at home, I worry theirs friends will harm me.

    Dear Grumpy, Thank you for you advices, I already knock her doorr too many times and set a time to them, they never come back to me. the mother just play a ball game and pity card, and pretend with the manner. 

    But they never make any effort to fix my car and do any solutions about my bills. the mother just said dont report to the insurence, she will come back to me, but never ever. 

    and I saw her many times, they don't have face, i beleive they have the money, as her house rent is bectween £1500-£1800, and they have a brand new Audi, alwasy have paties.

    I agree with the posts above - go through your insurance and get it sorted. Stuff like this is why you pay for it.

    Do you have or can you get the registration of the car that hit yours, try looking out the window.

    If you have the registration go to Askmid website and put in the registration and collision date, pay £4 and you have her insurance details. Phone her insurers and report the claim. Tell them you are claiming the repair costs, your £4 admin fee and the cost of a hire car for duration of repairs or £10 a day loss of use for the time the car was in for repairs. Her insurers will then investigate the claim.

    Thank you very much for your kindly help and useful information, I have the CCTV record her daughter said: she hit my car and she feels sorry. Is it enough?

    22-25 is anything but a kid.

    If you reported it to your insurers, go back to them and tell them you have been unable to secure payment for the damage and let them sort it out. You cannot claim directly from her insurers as you don't have a policy with them and they will not speak to you.
