    Asking you to place an order before VM will hook up your address to their network seems perfectly fair , if it’s the price and the length of contract with VM that’s a problem , unfortunately, unless you persuade VM to make a different offer ( if that were for a 12 month deal it’s likely the monthly fee would be more ) then the only alternative would be via an Openreach dropwire from a pole , if the area is an existing overhead area.
    It is possible to get an underground service from OR even in an overhead area, but you pay the construction costs , and because there is already a viable method of service ( a telegraph pole ) they don’t discount the costs so it could be expensive
