Has your friend contacted their local advice charity?

It appears neither your friend nor you fully understand the benefits they receive. Consequently any information you seek from his forum, and then pass to your friend could easily get muddled, confused, and misrepresented causing your friend financial loss.
Is your friend getting Housing Benefit? Is your friend getting Council Tax reduction?
Is the ESA contribution based or income based? Does it include the severe disability premium?
What ESA group is your friend in - WRAG or Support Group?
Your friend needs to get accredited benefit advice before ending any benefits claim.

Advice in very simple words - Do not stop any part of the benefit claim(s) until you have spoken to Citizens Advice or a similar organisation. Your friend could be creating many totally needless problems for themselves.
