No operating system download, system in reboot/restart loop

I am wondering if anyone can help me. I bought a refurb laptop off currys ebay and it failed to download windows 10. Now it is stuck in a reboot/restart loop as it can't open as there is no operating system. Does anyone have any ideas as currys ebay have not been helpful!
Thanks for any suggestions!

What do you mean "it failed to download Windows 10"?Did this machine have Windows 7 or 8 on it and you used the upgrade option to try and take it to 10? Or did it come with 10?What laptop did you buy? If you don't know what was the eBay item number?1

when I turned it on it said getting device ready. I left it on overnight, for about 12 hours and woke up in the morning, it still said this, so I turned it off as I didn't want to leave it on while I was out of the house so this is probably my fault. Now it has a message that says something like windows 10 has failed to install, please hit ok to restart computer and try again. It keeps giving me this message over and over again. I'm not very computer literate but I tried to go into the shift menu thing and enter safe mode but it won't start because I don't think there is an operating system.
Here is the ebay link - https://www.ebay.co.uk/itm/353341679481?mkcid=1&mkrid=710-53481-19255-0&siteid=3&campid=5336549684&customid=2210565115&toolid=10001&mkevt=1
says it comes with windows 10

Can I then boot from a usb? I am just unsure if there's different versions and which would suit my laptop. Also unsure if this works if you have no operating system installed, don't I need windows 8 to be able to install 10?
Thanks btw!0 -
You can boot from USB , this link is probably better https://support.microsoft.com/en-us/windows/create-installation-media-for-windows-99a58364-8c02-206f-aa6f-40c3b507420d it assumes the pc you are creating the mdia on is Windows 7/8/10 it gives you a download tool and will need an 8 GB USB (which will be overwritten)

Download and create a bootable usb stick as above and put it in your refub laptop and switch on.
Hopefully it will boot from the usb stick but if not you have to tell it to do that (how you do this depends on your laptop model)
Once it has booted from the USB drive, follow the instructions and it will create a system on your laptop drive.1 -

Providing 10 was installed on the machine and activated itself, no. That machine would have had 10 so you're okay in that department.
