Well it all depends on which edge of the disc is showing rust?

If it’s part of what should be the swept area where pad contact should be made, I’d say the garage were right to recommend changing the pads and discs.
    Sigh.....
What are you sighing at? Which part of my response is incorrect or bores you to tears so much?

Does your colleague have photos of the exact area of the disc that is rusting?
I'd have thought "he has a video" was pretty clear?
And my sigh was connected to that, as if it was clear a video existed it should have been taken as read the rust wasn't in any important part of the disc.

Colleague here today, his car is in for a service and its first MOT with a 'large Scottish dealership'
It's only done 16000, yet he's getting a video recommending he replaces the rear discs because of 'rust around the edges'
Cosmetic rust only, it would take seconds with a wire brush to fix and nowhere near an MOT fail.
Where do these people get off recommending discs with 16K on them need replaced?
Then there was the 'fuel additive'.....
Fair chance if I hadn't been here he'd have said yes to them all and been £160+ down.
    Makes my blood boil.
    Recommending. NOT needing....

A fool & their money are easily parted.
Precisely my point, they're recommending non-essential work and, while fools is maybe a little strong, those with no clue about cars will just go "okay if you say so"
