DCBL - Notice of Intended Legal Action - Moving House in 4 weeks

Hello,
I have received my latest letter from DCBL Ltd with the Notice of Intended Legal Action for £160 for a PCN from 2018
I have read the newbies sticky and understand I need to wait for the DCBL Legal letter for specific advice
However, I am moving house in 4 weeks, I have never responded to any of their letters so far.
Can someone advise what my next steps should be? Do I email DCBL or UK Parking Control Ltd with my new address?

DCBL have been sending out threats for old tickets especially UKPC
UKPC are using them as a freebie debt collector.
DCBL fail to understand that the legal used by UKPC is SCSLaw
You have received a debt begging letter from DCB LTD hoping you are a mug
DCBL LIE ..... You do not owe £160 .... it's just fakery
If you receive a letter before claim giving you 30 days to respond then come back here.
Ignore THAT LETTER. Send a SAR to UKPC requesting the data they hold and on and instructions to change your address ...... you require confirmation

You send a Data Rectification Notice to the DPO of the PPC, in this case UK Parking Control Ltd. [DPO@ukparkingcontrol.com] and require them to note your new address for service as from DD/MM/YYYY and also requiring them to ERASE your old data and to inform ALL of their agents and sub-contractors. Yep do the above to make sure you keep seeing all the letters, just in case.
You won't get a claim in Scotland (rare as hen's teeth) but be aware the law is changing next year for new private parking cases because your Government has somehow been persuaded to copy the awful POFA 2012 Schedule 4 and totally unnecessarily impose 'keeper liability' on motorists as we have here.
That's in the Transport Act that has already been enacted in Scotland but the 'keeper liability' provision won't take effect until the new Single Appeals Service and Code of Practice has been finalised.
We all need to show evidence to inform the Scottish, Welsh and English Governments why £100 is not OK, except for people who park in a disabled or ambulance bay without 'reasonable excuse'. Please do us and yourself (and the driving public) a favour and stick around on this forum every week - at least for the Summer - to ensure you see when the Government publish and open the final Technical Consultation.
We will be talking about it and the public will have about 4 weeks we think, to tell the MHCLG what you think about the level of parking charges, that the MHCLG has admirably decided already will start at £50 (50% discount) and not £100:

Look at what has happened in E&W since 2012. WHY would your Government want to copy that and burden consumers and the courts is such an unnecessary way, when your existing system works perfectly well and there is no 'carmageddon' by rogue motorists, yet you are protected from rogue parking firms?
