    No they didn't, not necessarily. 

    Like lots of other good and experienced drivers, I had to do a Speed Awareness Course a couple of years ago for apparently doing an average 36 in a 30mph zone.  I was caught by an average speed camera between two points where I didn't think I was speeding and certainly didn't have that knowledge.  Speeding tickets take a lot of people by surprise.

    Speeding tickets should not take anyone* by surprise ... if they do then there's an inherent lack of awareness of the driver's surroundings.

    * Unless a change of speed limit sign is obscured e.g. by foliage.
