How to make roses bloom at ground level?

Most of my rose blooms are 8 feet from the ground and nothing on the bare stems below. Is there any way to force flowering further down the stem near ground level? Each year I prune them down to a few inches but they just grow long stems with flowers at the very top.

    Those sound like pillar roses. I think you may need to underplant some different ones, for example Warm Welcome flowers from the bottom to the top, but doesn't grow very tall, no more than 80/90cm.  Flower Carpet is a low growing rose, mine are never more than 60cm high, but live up to their 'carpet' description (also disease resistant).

    What sort of rose is it JSmith?

    Climbers are often not blooming low down but can be encouraged to do so if that's what it is. You bend the young stems gently horizontal and that encourages blooming along the stem.
    You need to trim some branches each winter and they throw out new young shoots.
    I don't think bush roses go to 8ft unless they are looking for light but that is the usual reason that the bloom will always be on just tthe top. They are in shade down below.
