Dvla scam site

I have recently (12 days ago) fallen foul of a site which I though was Dvla applying for my mothers over 70 driving licence. I have emailed to reclaim the fee they have offered £16 refund. I have declined starting their site was not clear on their pricing and am waiting to hear back. I feel the answer is still going to be no, what should my next steps be
