UKPC ticket in highbridge retail park in Waltham Abbey for overstaying 28 min

hi! I have read the newbies section and I understand that I should contact the landlord / retail businesses first to cancel it. So far I haven't been very successful. On retailer of 5 is trying to cancel it but we cant find the invoice etc to proof that my family members were there. The (letting) agent connected to the landlord that I found online promised to forward it to the landlord / managing agent but didnt hear anything yet. The notice I have got through post was from UKPC and it is titled parking charge with a parking charge ref no. My question is: how long should i wait before i appeal to UKPC as there is this fictive 14days (discount) and 28 days for the final appeal. Should i appeal parallel and / or at the same time? I dont want to go full appeal etc (POPLA) and then discover i have to pay 100 at the end not 60. thanks a lot this forum is really great and a fountain of knowledge.

    hi thanks for this, no I havent read it really but I guess mine was issued automatically and send by post. They could have doctored it but cant prove it as we dont know if we have really overstayed by exactly 28min, it was prob over 2h.  I can complain to the MP but doesnt really help me with my question? Will the MP cancel the ticket? prob not. just need advise how to play it without losing options. thx!

    The MP will not cancel the tick but he/she and colleagues may cancel the company, legislation is afoot.

    thanks but still my question: should i wait for the possible cancellation by the landlord affiliated parties or also appeal to UKPC at the same time? If not what is the deadline? i assume 28 days from issuing the fine right?

    wow what are u trying to achieve deter me from posting further? i have read the newbies. it doesnt say exactly or show me the passage where it answers my question? It says first appeal to retailers and or landlord. Then if this doesnt work out appeal to the parking company. When exactly do I do it? The landlord and the shi... retailers are not really in a hurry to cancel my ticket and it is doubtful they will do anything about it.

    As the PCN was issued by post you can appeal to UKPC right away, or any time in order for them to receive it by their 28-day deadline. Just use the blue text appeal template in the NEWBIES FAQ Announcement, first post. No additions/edits. 

    A few questions:
    1. Date of parking event?
    2. Date of Issue shown on the first UKPC letter you have received?
    3. Does the letter contain the Protection of Freedoms Act 2012 (Schedule 4) para 9(2)(f) warning to the registered keeper, in full compliance with wording required?

    Forget any 'discount' (aka, pay us the dosh, don't appeal, don't contact the landowner, don't bother us, just go away quietly), and even if you should lose at POPLA, there is no legal obligation on you to pay them a bean, that would only come should they decide to take you to court (getting debt collector letters is not 'being taken to court), you lose your case and a Judge decides what you should pay to them. 

    UKPC have no track record of suing cases where just single tickets are involved, they concentrate on 'big game' - multiple tickets with combined values of >£600. 

    Even in a worst case scenario, and they decided to pursue you, you'd be looking at 2022 before you got anywhere near a court hearing, so, other than meeting the initial appeal and (should it get that far) your POPLA deadlines, there is no need to be rushing this, and no need for any knee-jerk reactions.
