Three PAYG international calls increased but Price Guide hasn't?

Everywhere on the Three website it says "our Price Guide to learn about our pricing and terms" and "these rates might not reflect your charges. Check your specific price guide for more detailed info on your rates."

But both rate cards for old and new PAYG still show 3p for calling certains countries from the UK (eg USA, France etc.) whereas the website says 10p

I asked support and they is that 10p is the real rate, the rate cards haven't been updated yet. That's a sizeable change!

First, we received no information telling us of a price hike, second, if they say everywhere the price guide is established as the reference, can they really charge more than what it says? 

Seems very strange
