Flight cancelled

My flight with BA was cancelled. The email I was sent gave only two options: transfer to another flight or take a voucher. In the absence of the offer of a refund I automatically opted for a voucher. I have now asked for a refund which has been refused, they say I should have phoned them to discuss a refund at the time but I could not/cannot find any reference to this in the cancellation email. I have pointed this out to them but they refuse to tell/show where this option is offered. Customer Services have now closed down the thread. Any ideas where I go from here?
