How to leave talktalk after price hike?

Contacted them for a decent retention deal but couldn't offer me one. Decided to go ahead with cancelling the service but haven't received anything in writing.
Can I just sign up to another isp as normal as if i were just switching? They mentioned on the phone something about "unsolicited cease" and taking over the line. I'm now concerned i can't join somewhere else and get the new customer bonuses.
Also, what qualifies as a new customer with an ISP? Is it simply having been a customer at an address, I ask because my landlord has been with BT but I haven't, both at this current address/phone number.
Who is generally recommended, even before new customer bonuses?

(Can I just sign up to another isp as normal as if i were just switching)You tell TT you wish to leave due to in contract price increase , that way they cannot charge cancellation fees .But only if its no a pre agreed price increase that you signed up to .New customer generally 12 months .You should be classed as new with BT .No general recommendation check the broadband tool .1

The original email said I was free to leave with penalty, it's just a case of doing it correctly (if there is a correct way)

Op you do know that most ISps are now baking in to a new contract a guaranteed increase of CPi = x % every year . This has no in contract get out .

All the more important to get the best deal then.Still get the feeling this is going to be massive hassle and could have done without it. I'll just sign up to another ISP and take it from there.0
