Failed appeal to Premier Parking Solutions Parking Charge

Hi,
I am new to these forums, but after reading a link, I decided to appeal a private parking charge notice I received from PPS (Premier Parking Solutions).
I have appealed directly to PPS and IAS and both have confirmed the original ruling stands. So I am assuming I still have to pay. To give an overview of the situation:
On the 12th May, I received a "Notice to Keeper" charge which they have dated as "Date of sending: 4th May" where it stated I owed £100 for "Delayed payment on entry".
I appealed one a few grounds:
1. I paid and was in no way trying to avoid paying. I was there to scuba dive and only carry the polymer notes as they are waterproof so can say in my dive gear while diving.
2. The delay in paying was caused by Covid restrictions at the shop (which industry globally has seen) and I paid as soon as practicably possible.
The charge was excessive for the 5 minutes that were not paid for
3. Signage was not clear upon entry - but again I did not try and avoid
4. A friend was not charged yet we both entered, exited and paid at the same time
I had the final decision from the IAS Independent Adjudicator on the 3rd June saying the charge stands and I should pay. I have not paid yet but am concerned that my credit score may be affected or I have debt collectors knocking on the door, which I am also concerned I will then be required to pay those costs as well.
Any help or guidance on next steps would be appreciated.
Thanks
Neil

- 25/4 arrived at Hope Cove car park 9:40
- Went to machine - did not accept notes so went to local shop 100m away to get change - joined a lengthy queue (Covid restricted numbers in the store)
- Got change and went back to pay 10:02 some 20 minutes after arriving.
- Paid £2.50 for 2 hours) rate was £2.40 but machine didn't give change
- Departed 12:01 some 2 minutes earlier than expiry time

None of the above can happen without a court claim , only then if you lost in Court and didn't pay in full , promptly !!
If you lose in court and a judge gives you 30 days to pay in full , pay asap , the full amount
Nobody is going to knock on the door without a valid Court order !!
A typical loss in court is up to £200
Ther are no , next steps , apart from plan A in the newbies FAQ sticky thread near the top of the forum , a landowner cancellation after a complaint is made3 -
You didn’t Google the IAS and realise you couldn’t win because this is not a usable appeal service for a consumer and is a kangaroo court where the ‘adjudicators’ only allow 5% of appeals? This has been known for years:

Finally the Government has stepped in and the broken regime of ‘self regulation’ of this industry will end next year.
You seem to have fallen for the system hook line and sinker, thinking it was independent. Please read the NEWBIES thread to see what you should have done and what to do next.
No-one PAYS and if PPS sue you then it is defendable. You wasted your time but don’t compound it by assuming you have to pay the thing.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Well having not heard anything from PPS, today I had a call from BWLegal - who tried to come across as a legal business. On acing then it was straight down to we are working on behalf of PPS and would like to take your payment for £160 (£60 more than original fine).Again I contested I am disputing and not prepared to pay as it was unreasonable and although I exceeded the time by a few minutes there were mitigating circumstances.I was threatened with: “if you don’t pay you’ll be responsible for all legal fees and costs!” Having read quite a few threads on here - I thought worst case I go to small claims court, if I lose I pay court cost and original fine. Can they increase the fine? Do I cover legal fees if I lose? Surely PPS should have sent me something before getting debt collectors calling and harassing me?
at the moment I am awaiting a court date, but not sure what the timings are? Is that the best approach? How do I make sure I am informed of court date as BWLegal claim they have posted me things - I have stated categorically not received. They also state PPS sent a final demand letter - again nothing received.0 -
There was no fine and you should never use that word
The PCN charge is on the PCN and on the sign , typically £100 or less , no it cannot increase !!
You cover limited fees if you lost in Court , typically up to £100 , so a total of £175 to £200 for a typical loss
Courts send the paperwork , so you would contact the local court that you nominated in the N180 DQ you fill in
Any court claim pack comes by post from the CCBC in Northampton , they almost all do2 -

No and Yes
The CCBC is an office manned by civil servants , administering MCOL , not a court. The claim would be sent by them to you in the post , Google MCOL for more info. No court is involved at this stage , none !!
Debt collectors can continue to hound you , and will do so , standard practice , ignore calls2 -
As I already told you:No-one PAYS and if PPS sue you then it is defendable.
And no, you don't pay shedloads of legal costs (unless you are held to be unreasonable, which you aren't). You really need to read the NEWBIES thread as this is answered there. They are lying to you and you shouldn't have spoken to them. No-one will come knocking and you can't just get a CCJ, as long as the letters are coming to your correct address and you don't ignore a court claim.
They will call you and text you so block their number..
You are not waiting for a court date if you haven't got a claim form yet.
