What you are talking about is your ability to see "clearly" that it was safe to proceed. I'm talking about a HATO that also thought they could "clearly" see it was safe to proceed. However it wasnt the case.
Imagine me thinking there would be a road closed sign on a closed road, how silly of me....
The point of the story is a little lost on me as well, but as far as I can tell it's that someone somewhere once failed to spot a hazard in the road and had an accident. And this proves that you cannot possibly look for hazards yourself and judge whether it is safe to proceed, and if you even think about proceeding slowly and with caution you will end up running over a crowd of nuns and kittens. Or something.

Or moreso; the road is closed for a reason, be it by temp lights or any other method. As a driver deciding you know better can be costly and dangerous. And yes, the HATO did proceed slowly, didnt make any difference to the outcome. Nuns and kittens in roadworks sounds like a whole other hazard. Due to the lack of hi vis.Aretnap said:

They do have temp lights if the closure is only short. I recently had an investigation where the live lane was closed and a worker was in it using temp lights. Old giffer driving decided it was "clearly" safe to proceed and hit the worker. Not too badly injured but the broken windscreen screen took all the skin off his back. A proper road closure doesn't have temporary lights, because it's closed!
What you're talking about it is someone briefly keeping both sets of lights at red for a wee while, so something on the open lane can be done extremely quickly.
That's not a road closure by any stretch of the imagination!
That's like saying a pelican crossing is a road closure.

Shaking my head. Having temporary lights doesn't close the road. If they are at red, then it effectively ,makes it impassible, but that is different to it being closed.scrappy_returns said:
