Register on all the tool/diy retailers. Sometimes they send out discount vouchers for new customers but they do periodic discount vouchers-well most do.

Battery powered tools have come on a lot. Worth sticking with one brand  designed for the same battery,  some dont come with a battery or charger (bare) keeps cost down.

New hand & power tools are reasonably priced (except professional tools) buying secondhand you could be buying stolen tools. 

Never saw any evidence of OCG at any sales I visited but now you mention it one of the stallholders did'nt  smell quite right
