Also check your area in case there is one of the increasing number of tool libraries/library of things and the like - can be great to borrow things you only need for one job.

Register on all the tool/diy retailers. Sometimes they send out discount vouchers for new customers but they do periodic discount vouchers-well most do.
Battery powered tools have come on a lot. Worth sticking with one brand designed for the same battery, some dont come with a battery or charger (bare) keeps cost down.
New hand & power tools are reasonably priced (except professional tools) buying secondhand you could be buying stolen tools.
