Until the intervention of COVID most local authorities ran a 'Care and Repair' service. This gave access to vetted tradespeople who undertake a limited range of work free of charge apart from materials. My late DM used this to attach new door handles, change light bulbs (12 foot high ceilings) and install hand rails by the outside stairs.They don't do electrical, gas or plumbing work though do have recommended companies for that.It may be worth exploring if the services are back up and running yet.1
