    It is one of the problems with high fences - gives you an illusion of privacy so things are said and overheard which wouldn't be with a lower fence when you know who is around.

    If if they didn’t lower their voices when discussing your fence, perhaps they actually wanted you to hear the conversation.

    To use your own words "I currently own the biggest and most valuable home within the 3 streets" - "I have had my fence changed (from 1.6m to 1.8m height)" - "Nosey Neighbours and gossiping" - "the most all ever say is hello and morning" - " I shouldn't waste any effort on them"
    You have moved into a community, errected bigger boundaries for privacy and don't ask after their health and welfare.
    I get the feeling that you have made yourself the outsider and you feel more important than them. I would guess that's what they feel.
    I recently moved into a community area and it took a while to establish that I was going to be part of and had to earn their trust that I was making good changes.
    Frustrating though it was at the beginning it was worth it. They may be nosey but they also have their eye on things which means if anyone attempted to break into my house they would be right there defending if I wasn't around. So they make a security that is worth more than cameras and alarms.
    Unlike where I lived before where everyone turned their backs when I had a break in.
    Perhaps come down off the attitude of 'bigger, better, more private' and think of the bigger picture. Ask them if they are well, compliment them on their front gardens. You don't have to mean it but if you want good neighbours you have to be one.
    No man is an island.
