    I immediately wrote an e-mail to the buyer via eBay’s Seller/ Buyer message board, to assure him that I would dispatch the item as soon as I had received the paymentin my bank account.

    ( In fact, I decided to dispatch the item on the 4th., because my complaint was not against the buyer, but was with eBay. I didn’t inform eBay about this, and I only told the buyer via the Seller/ Buyer message board on the 5th that delivery would probably be made that day; and it was.) 

    Early on the 5th I received an e-mail from eBay which stated:

    'Your payout is on its way to your bank account....available in your account in 0 - 4 working days.'

    I replied to that e-mail as follows:

    'When payment is credited to my bank account is when I dispatch or hand over items sold.'

    I decided to write a complaint to ‘support@ebay.co.uk':

    ‘Please advise when eBay adopted the new procedure of keeping sellers' funds, by up to 4 working days? Delays in receiving payments for up to 4 working days was precisely why I closed my PayPal account which I had initiated through eBay years ago. I think I closed my PayPal account at least 10 years ago, after electronic banking had became the norm in the U.K.

    The glib phrases that eBay used in their e-mails above don’t count for much; for example, ‘Has paid for/ payments of funds are initiated within 2 working days/ will be available per normal bank processing times/ your payment is on its way/ available in your account in 0 - 4 working days.’   The only message I need to receive would be something along the lines of, ‘£xyz have been paid into your account.’

    In my e-mail I made one further complaint, and that was about what I consider to be discourteous messages from eBay: 

    It’s time to…/Dispatch your item as soon as soon as you’ve been paid / Make sure you send it within 1 day.’ 

    ‘If one is instructing or asking someone to do something, the word 'please' is usually used in this part of the world.

    I received the funds ( less a 13.3% fee ) on the afternoon of the 5th., from ‘Adayen. N.V.’ I have not received any response from eBay to my complaint e-mail as of this afternoon, 11th August.

    If you closed your PayPal account 10 years ago you have not sold anything on Ebay in that time. I would suggest you acquaint yourself with the Ebay managed payment system before complaining, it actually works well now without PayPal involvement.

    Please note that I had written that I thought I’d closed my PayPal account at least 10 years ago. I’ve now checked when I closed it - June, 2015.   

    ‘eBay managed payment system!’ There is still work in progress on this ‘system’…eBay e-mailed me yesterday, with an ‘Update to Payments Terms of use’, effective 10th October, 2012.’ Some years ago there was an article in the ‘Daily Mail’, about the number of words there were in the Terms and Conditions contracts of well-known commercial companies…eBay was pipped to the post by Google!

    The 0-4 days is dependant on YOUR bank accepting the transfer from Adyen, has nothing to do with eBay/Adyen sitting on the funds. Once the message goes to state payout has been sent it has been sent out to your bank. But they are using BACs not Faster Payments I think so acceptance by your bank may not be instant, but is usually within a few hours.

    My bank's performance must be ‘above average.’ When I buy something off eBay I receive a text immediately from my bank, which shows the payment amount, and to whom it has been paid to. During one recent purchase, I received an e-mail from eBay nine minutes later, thanking me for another purchase, and that my order had been ‘confirmed.’ 

    In addition, my bank sends me a text when I receive funds. I’ve checked with them about the time-scale from when they received the recent payment from eBay/ Adyen, up until they credited my account and sent me a text…it was less than 5 minutes! And yes, I’d be quite happy if I knew I was going to receive funds within 1 working day…it’s the age of electronic banking, after all.

    The email stating "make sure you send it in 1 day" is because that's what YOU set the despatch time to…Complaining won't change anything.  ??

    If you care to read the complete sentence again you’ll note that I wasn’t complaining about the words, ‘in 1 day.’

    Therefore you have not sold anything on Ebay for over six years.

    Have I missed something here?
    I dispatch items once I receive an email from ebay advising me the buyer has paid NOT when I actually receive the funds in my account..

    You’ve missed nothing, most experienced ebay sellers post when buyer pays, 😀

    You are talking about both buying and selling?

    When you buy using a credit/debit card the bank/visa/mastercard put a hold on the funds and it shows as pending. As long as the bank tells the merchant then it shows as paid for, thats why ebay tell the seller its time to post and Tesco let you walk our rhw store with goods. They get the actually money a day or two later.

    If you are receving the funds within a few minutes of eBay emailing to tell you they were sent I'm not sure what your question/complaint is?

    My e-mail to support@ebay.com on the 5th was in two parts: a question, and then a complaint. 

    ( I have since found an article by the BBC online about eBay’s new ‘managed’ payments. Here’s the article:

    eBay sellers can no longer use PayPal under new terms.

    Published 1 June, 2021.

    New terms of use for eBay have come into effect which mean the online auction house will now pay sellers directly rather than through PayPal.

    PayPal was acquired by eBay in its early days in 2002, and the two firms have worked in partnership ever since.

    The changes mean that while eBay buyers can still pay with PayPal, sellers will be paid straight into their bank accounts.

    But some sellers have threatened to stop using the service over the move.

    EBay's forums have several posts from sellers who say they are reluctant to use the new system and give eBay direct debit access to their personal bank accounts.

    But the new terms, effective from 1 June, say the new "managed payments" system is compulsory, and the company has the power to limit or remove listings from sellers who refuse to use it.

    The company says the new system is simpler, convenient, and gives buyers more payment options - and the rollout will be gradual.

    It marks a significant change in an almost two-decade partnership with PayPal, which split from eBay in 2015.

    What's changing?

    The managed payments system means that PayPal fees will no longer be added to the process, though eBay has made its own fees slightly higher.

    But the company claims most people will pay the same as - or less than - before.

    The new system is 12.8% of the final amount including delivery, plus 30p in the UK ($0.30 in the US). The old system was 10% for eBay, plus PayPal's fees, plus 30p. The difference favours the new system to the tune of pennies for most transactions.

    The move also means that buyers will automatically have access to every payment option available - including credit and debit cards, Apple Pay, Google Pay, PayPal, and PayPal Credit.

    However, payments will now take two working days to be transferred, while PayPal was usually on the same day.

    The feature has been rolled out since about 2018, an eBay spokesperson said - with business sellers moving first. An estimated four million sellers are already using it.

    The deadlines for all users are phased - so while many sellers are required to move to the new system from 1 June, others will receive a message from eBay in the coming weeks and months.

    What's the problem?

    The terms and conditions make using the new system mandatory.

    In part, the reluctance is because eBay has a strong reputation for protecting buyers - sometimes at the expense of sellers. Some unscrupulous fraudsters have been known to buy a product on eBay, swap it for a damaged or different item, and return the package demanding a refund…’

    ....After I’d had sold an item on eBay recently I received an e-mail from eBay which stated ‘Your eBay item sold. Dispatch your item as soon as you’ve been paid. Now it’s time to get it ready. Your buyer hasn’t paid yet, so hold onto the item until you receive payment… 

    Shortly after that the next e-mail stated ‘Good news, your item has been paid for. Your buyer has confirmed payment of £.… It’s time to pack up your item and post it off. Make sure you send it within 1 day, the dispatch option you selected in your listing. 

    Payouts of available funds are initiated within 2 working days of order confirmation. Once eBay initiates a payout, funds will be available in your bank account per normal bank processing times.’  

    Two days later the next eBay e-mail was headed ‘eBay has sent your payout. Your payout is on its way to your bank account. Available in your bank account in 0-4 working days.’ 

    The next part of the e-mail contained the following message:

    ‘As a reminder, eBay now manages payments and payouts go directly to your bank account. Funds will be available per normal bank processing times, typically within 0-4 working days. Learn more about how payouts work when eBay manages payments… 

    Regardless of how the buyer pays, payouts are initiated within 2 working days of order confirmation. Once a payout is initiated, funds will be available in your bank account per normal bank processing times, typically within 0-4 working days.

    At the completion of this first part of my e-mail I wrote, ‘Please explain to me why there appears to be a delay of 4 days before the payment will reach my bank account. ( ie. if eBay ‘initiates’ or ‘manages’ a payment on a Friday, for example, that potentially means the next message from them would likely be about the payout being 'on its way' the following working day, a Monday. In recent times that was not the way PayPal payouts worked..the BBC article mentions this too. )  

    In the second part of my e-mail I made a point about what I consider to be curt, discourteous e-mails from eBay. ( I had previously sent eBay support@ a complaint about the same matter, in May of last year. I did not receive a reply to that e-mail. ) As examples: It’s time to… / Dispatch your item as soon as you’ve been paid. / Once your buyer pays, make sure you dispatch the item within 1 day.’ I finished the paragraph by stating that ‘If one is instructing or asking someone to do something, the word 'please' is usually used in this part of the world.’ That’s a fundamental courtesy.

    You have obviously failed to read/understand any of the replies given to your original rambling question/complaint If you are not happy with the way any company communicates with you your choice is not to deal with them.
    Ebay will certainly not miss you.

    You have completely lost me now. Most of us here know how managed payments work and don’t need lengthy cut and paste old articles, try reading some of the other responses and with your own cut and paste article you might get a clearer view on how it works .
