  • And to think the government are refusing people the democratic right to vote if, like the OP, they don’t have any photo ID. 

    Will the NHS accept a Citizen Card if you applied for one? Urgent applications can take 1 - 2 working days and cost £30, much cheaper than a passport.
    Don’t they ask for a referee too though? That’s where one of the difficulties lies because It always has to be a professional you have known for so long. 

    The passport would actually be the better option because it’s just a renewal I don’t think I need another signature but it’s quite expensive if you use the fast track option. 

    I’ve emailed the HR people but they seem to take forever to respond.

    But that would not be inline with government advice of what is acceptable. It only needs to be a current non-expired passport if its a non GB passport.

    It can't be uncommon for people not to have a current passport or driving licence.  It seems ridiculous that this type of question appears so often.  I'm not criticising the OP, the system or its interpretation needs addressing.

    Under right to work they will accept birth certificate.
    Under verify identity, it wont. It insists on the photo ID or passport sized photot endorsed. 
    I have a nurse I could ask I know, but on the other hand she hadn't known me for 2 years, so if they found out.

    Don't waste any more time then:
    • Get yourself down to somewhere that has a passport photo machine (supermarkets often have them)
    • You will get some photos and also a code that can be used to send your photo to the passport office
    • Go to https://www.gov.uk/renew-adult-passport/renew and renew your passport online
    • You will be given an address to send in your old passport.
    • Once they receive your old passport they will post out the new one.
    • Should be done in under a week

    I suspect that one issue is  that a lot of organisations use 3rd party services to check whether the document they're seeing ae genuine -and the 3rd party services can't generally check expired documents - so the government rules may allow use of an expired passport but if the service the NHS is using to check whether the documents they've been given are genuine and match up with the name of the person applying can't check an expired passport, it won't work.
    And it is large organisation like the NHS, I would guess that it's unlikely that the person who is checking the documents has any authority to override the rules .

    Really that quick? I was going to renew at the post office as they fill it in for you, take the new photos and send the old passport for you.

    You could do it at the post office if you want. Won't be any quicker. Took less than a week for mine. This was pre covid times so i don't know whether it will slower or not now (although with foreign holidays off limits at the moment i would guess they are receiving less applications so it might actually be even quicker).

    Really that quick? I was going to renew at the post office as they fill it in for you, take the new photos and send the old passport for you. 
    I renewed my passport online on 20th February this year and within 4 days it was approved. It was sent back to me within 7 working days.  I did have to pay for £6.85 special delivery for it to be received at the Passport Office the next day.  I took photos with my phone, making sure there was a white background, no shadow.  I uploaded the pics for the application online and it says there and then if the picture will be accepted or not.  Very convenient indeed.
