ParkingEye insisting on payment despite parking charge being paid

First, thanks to all the contributors here for a wealth of information. I've read large amounts and I haven't found coverage of my situation - apologies if it's there and I just haven't read properly.
I go to Lee Valley Velo Park and ride the track. 4 hours parking is included in the fee. One enters one's car reg no on the machine in track centre, not the machine in the car park. Sometimes the reg no doesn't register; people mis-key, forget to enter it, or whatever. You find out when you get the PCN. You go to ParkingEye's web site, enter copies of the receipts (emails from LVVP) and it all goes away. Sometimes they offer a reduced fee (£20), which on another occasion I paid.
Except this time ParkingEye are insisting that I pay them the penalty fee (£100) and are going to court for it, they say. I don't get it. To emphasise, the parking fee is implicit in the Velo Park booking, and I can show I booked (and have confirming email from LVVP that I did). What have I missed?

It is not a penalty, nor is it a fine. Let them take you to court where, if the judge is satisfied that you have paid the parking charge , he will find for and they will pay you money.
Do not forget to complain to your MP.You never know how far you can go until you go too far.2 -

I understand it's not a legally binding penalty, I should perhaps have used a better term.
They know I've paid the charge; what I'm getting at is why are they continuing when, as you say, they will lose? I guess I'll find out in court...0 -

That would be the landholder.
It is unlikely that ParkingEye are the landholder.
You have just told us that Lee Valley Velopark provide the car park.
The principal is responsible for the actions of their agents, employees, subcontractors, whatever they may be..1 -

If you have proof you paid regardless of any mistakes in the Reg number, you are the paid ticket holder
Tell PE to take you to court and then when you win, claim your costs1
