    To apply online you appear to need a valid passport

    Yes, that's what I had to do because of not having a valid Passport. They required up to date photographs too.

    If you have decent sized post office if you have to go then just get them to do it.  I tried and failed online last year and was very impressed at the speed and efficiency the chap in the PO does it all, had the new licence in 2-3 days.

    Is this the first renewal at 70 from a paper licence ?  If so you should receive a form in the post pre filled for your details, complete the remaining questions, get a photo and have it countersigned by a relevant professional, supply birth cert and other document with NI number and send off.  As simple as that.  If subsequent renewal just fill in the on line form, no proof needed, just really need to confirm you are still alive and fit to drive.
