Plumber hasn't issued boiler install paperwork - what next

Hi,
We had a new oil boiler installed about a year ago.  The plumber was due to come back and install radiators at the end of last year, I tried to arrange this from October onwards, very hard work as very rarely answered his phone or responded to messages, but when he did respond, it was always 'I'll be with you in a few weeks'.  Finally in February he said he was ill and not going to finish the install.  Frustrating, but assuming he actually was ill, fair enough.
Our problem is that he hasn't issued any of the paperwork (OFTEC or equivalent) for the install, so we have no documents showing it was completed properly.  We paid for the initial work (boiler, oil tank, some underfloor heating) in full when he sent the invoice on the basis that he still had work to do, and we wanted to maintain good relations.
I've been chasing the paperwork since February when he said he wouldn't be completing the job, but have made no progress.  5 weeks ago I sent a letter warning I would take legal action if I didn't have the paperwork by mid-May.  I'm now at the point where I want to pursue through small claims court, but unsure how much to claim for.  Any pointers on how to approach calculating this?

    You will need to get some prices to finish the install off as a starting point.

    If he is too ill to work he may no longer be a member of whichever scheme he was a member of to allow him to issue the paperwork

    The OFTEC instruction in such a case is to contact them ...
    You don't want a duplicate cert for £20, you want the original cert already paid for.

    Why can't I find a certificate for my property?

    There are several reasons that our systems may not find a certificate for your property such as:

    • The work was not notified through the OFTEC system.
    • There was an error in the address details that the installer input at the time of notification.
    If you are able to check with the original installer, they may be able to advise further, alternatively please contact us.

    To make a complaint

    • Call us to speak to a person who will listen and advise you. Many issues can be resolved with a simple phone call.
    • If your issue cannot be resolved over the phone, you will be asked to raise an official complaint. The phone advisor will explain the next steps and what is involved in the process.
