Does Ryanair's Zero Change Fee Policy allowing 2 flight changes allow only 1 return journey change?

Ryanair T + C state that "Up to 2 flight date changes with zero flight change fee are permitted to either the outbound, return or both sectors dates or routes in the original booking."
Does this mean that for any holiday where an outward and a return flight have already been changed once you are not allowed any more changes as two flight dates changes have already been made?

    'Both sectors' means the outward and return flights, changing them both at the same time would be only one change.
