Ryanair state that

"We know your plans may change, so we've dropped our flight change fees for all new bookings made before 30 September 2021, for travel before 31 December 2021. You can now make up to two flight changes for travel by 31 December 2021. This gives you complete flexibility and peace of mind. Our Zero Change Fee promo is applicable for bookings made after 10 June 2020. Flight changes must take place at least 7 days before the original scheduled departure dates to avail of promo. Fare and product price difference may apply."

This does not make sense to me. What is the significance of June 10th 2020?

I have flights booked to an amber country but want to change to a green. Is there a penalty fee for this which is normally £35-95 or is it waived as long as I make the change before September 30th for flights before Decemeber 31st and where does June 10th 2020 come in?

10 June 2020 will be when they introduced the promo so it will cover all bookings made between 10th June 2020 and now and also to future bookings made between now and the end on September.
If you have a booking made in the last 11 months you will be able to change it without a change fee...paying fare difference if applicable

Yes, I get it now. I was thinking June 10, 2021!

I have already changed the flights once so I am able to change once more up to September 30th for new flights up to Decemeber 31st.
