    It is not a fine.

    Yes the keeper can appeal, but why on earth would they want to when they cannot be held liable? By appealing, the keeper might inadvertently shoot themselves in the foot by blabbing about the driver's identity.

    The Keeper is the one who should complain to the head of the hospital/PALS. They should give the VRM and the PCN number, and should say that an occupant of the car had an appointment. The driver's identity should not be revealed in any conversation, and should only be referred to as, the driver, in all correspondence.

    The driver should sit on their hands in the corner and say and do nothing. The NTK was sent to the keeper, and it is the keeper who should deal with this, although of course friends and family can help.

    You've already paid SABA £30, have they come back asking for more?  I wouldn't be mentioning this to PALS. It can easily be viewed as a tacit acceptance of liability. 

    You want a clear statement of cancellation, but if you can't get this I'd ignore anything more that SABA throw your way, unless anything looks like a legal challenge move on their part - vanishingly unlikely for the unpaid thirty quid.

    So the NTK is addressed to them? 

    Or they named you as driver and it's now resulted in one addressed to you?

    Thanks this gives me a better idea of how it should be formulated. So the keeper writes to the hospital saying an occupant of the car had an appointment, do they need further details of the apppointment?

    I might have wrote my initial post in a confusing way, I was about to pay £30 but when I went on to do it, the invoice was already up to £60 so I did not pay anything.

    The NTK is addressed to keeper, they haven't named the driver and they won't but equally the keeper does not have time to directly do all that needs done.

    The other things is that the hospital does not a PALS, but a PASS service which seems run through Citizens Advice Scotland. The hospital's website seems to suggest I will put in a complaint, is this what I am doing? The head of the board is the chief exec right? I am so sorry I am clearly an airhead with limited time on my hands else I would've paid £30 in the first place in time, or appealed within time. I have read the newbies section many times now, and in the past, but it is what it is. Many thanks again

    Yes they do, but there are spaces for passengers in cars.  ''An occupant of this car had an appointment at (blah)''.
