southall travell, flight cancelled to india due to covid but no refund from agent.

evening, father in law book some flights to india which have been cancelled with Southall travell, they initially promised £600 back of the £1100 but obviously nothing and now they wont respond, a quick google and there seems to be alot of people in the same situation.
Father paid with debit card.    anything we can help him with,  small claims or is it a waste of time

Did the airline cancel the flight? Who was the flight with?

has the airline cancelled the flights or has your father-in-law cancelled his booking on the flights?
If the former, which airline?
If the latter, when was he due to travel, what were the fare rules of the ticket and does he have travel insurance?

india government cancelled visas for uk travellers and then Air India cancelled the flights.

Why he hasn't done it already escapes me.
Open and shut case if Southall are refusing to refund.

The Indian Government cancelling traveller's Visas would not trigger the rights to a refund. 

However if the airline did cancel the flight, that would trigger the right to a refund. 

When they were saying you might get £600 of £1100 back it sounds as if they were initiating a customer cancellation?

As others have said, a chargeback might be appropriate.

trip was March 2020 so well out of time for chargeback.
