That's a load of borax. The registered keeper is asking, as is their right, for copies of all the data the PPC holds about them.
Irrespective of whether they are pursuing the driver, if known, or someone else, the keeper has the right to access their own data held by the PPC
This will include any photos of the car, anything containing the VRM, whether it be an NTD, NTK, or a photo, any documentation sent to a third party, even if they have to redact the name of the third party. They MUST send you ALL data they hold about you.
Warn them they have seven days to do this or you will complain to the BPA and ICO that they are deliberately and wilfully withholding your personal data despite your right to access it.
