You need to reply to DCBL and UKPC and tell them both again, who the driver was and what her last known address was and reiterate that you first gave this information five years ago for all three PCNs, but are re-confirming it now. No phone calls, please.

I transferred liabilty for 3 parking tickets over 5yrs ago as the tickets were issued to my ex partner
If they've had a valid name and address prior to the commencement of court proceedings they are not permitted to pursue the o/p as keeper, at least as I read PoFA. The entitlement to pursue a keeper is expressly where the driver cannot be identified.
