Possible to fix bad credit rating from Welsh Water, due to not getting invoice or reminders?

the issue here is not the spam or email - its that you went 9 months without chasing them. In other words you thought they had forgotten about it and you thought they had written it off and you could save yourself some money by not paying. This is how it comes across. I concur with everyone else - you have to move on, this is a losing battle. Its your fault not theirs

When you were not given the answer you wanted to hear you decided we don't know what we're talking about so you're going to speak to a solicitor anyway.
It does rather beg the question of what the point of this thread was if you were going to go to a solicitor regardless of what people told you.2 -

Then while on the phone, we opened a new account for me, in my name, set up electronic billing, created a direct debit, and was given the choice of 6 monthly or monthly payments. It was all completed in a matter of minutes, and without any issue. Very, very straightforward. So yes, you can set up a new account on the phone, put a direct debit in place instantly, as a 'new person' so I'm not sure why it wouldn't have been the same for you.0
