I had the same issue for my daughter's passport so waited till she turned 12 and then somehow I was able to renew it without needing a countersignatory since renewals of adult passports don't need them apparently. Seemed like a silly rule but it worked out fine in the end.

This is generally a non-issue in reality. As previous posters have said it only becomes an issue if you cannot be recognised from a previous official document such as a driving licence or passport (which might have been issues when you were 2 or 3 years old and still gurgling into the camera). Trust me the real issue will be getting a picture taken which will actually pass muster if you use the online process....

Are you too old now to have had a teacher who can vouch for you ?
Where do you work - somebody in HR, or administration who'll confirm your identity ?
Armed Forces service ? Do you have a bank account in a local branch ?
As above - it's simply a case of somebody who can sign to say that you are who you are - they are not giving a character reference etc.
If its his 1st passport the person signing has to give there passport number
If it is a renewal you not required to get anybody to sign. If you do it online plus it cheaper and faster

I couldn't get the online process to approve any photos of my daughter but I was pretty happy they were fine so I sent them anyway and had no issues.
