If it’s a first time application you will be attending an identity interview so if you send you application without a countersignatory you should not be asked for one.
If it’s a renewal or replacement and you can still be recognised for your previous passport photo you won’t need one.

It's a replacement, lost last passport but it was out of date anyway. The last photo I took was about 15 years ago.

If you think you can still be recognised from your old photo send it in without one. If the examiner thinks you have changed too much (they will have an image if your old photo) they will ask for one. Have you declared your passport lost online.?  Do this before you apply.

You’ll need to ask someone to confirm your identity online if you’re replacing a lost or stolen passport.

Replace using a paper application form

You’ll need 2 new and identical printed photos of yourself.

You can use the Post Office Check and Send service if you’re using a paper form. The address to send it to is on the form.

    Countersignatories

You need to get your application form and 1 of your photos signed by someone else to prove your identity.

If you can be recognised from the image on the system you won’t be asked for a digital referee or countersignatory.  The reason for it is to confirm your ID which can be done by comparing the photos.

I know this is an old thread but did you find a solution? I'm in same situation. I am socially isolated and move around a lot so have no contacts that I have known for over 2 years. Not I  contact with family, no regular gp, don't go into bank, no regular optician etc. I have a photocopy of my expired lost passport and a driving licence with out of date address and photo o  driving licence resembles photo on old passport photocopy but new photos from photo booth don't look much like me. I want to get all my documents in order, but there are so many obstacles. I sold my house last year, currently no fixed abode and just want to get myself legal with passport and drivers licence but seems I can't.

Doctor, dentist? Any neighbours that work in a managerial role? Surely you’re on someone’s books for something?

"a driving licence with out of date address"
Cavaler, This shouldn't be used unless you get the correct address on it. You should do that as soon as possible as it's a fineable offence but that doesn't apply if you update.
Even if you are moving again shortly at least you show a more recent update. I don't think they will query whether its a permenant residence. It's somewhere to contact.
Easy to do, takes just a few minutes

If you're drifting do you need your passport now? Lots of people don't have one. Otherwise it comes down to someone who's known you for 2yrs.
You sold your house a year ago. Did you have neighbours there that were of 'good standing'? ie have a stable job and property.

I can rise and shine - just not at the same time!

viral kindness .....kindness is contageous pass it on

You shouldn’t need anyone to countersign your application if you can be recognised from your old passport and your passport is a digital passport (issued After 2000/2001)
