    If they have gone as far as issuing a refusal decision notice then they must give reasoned justification for the refusal, which by necessity would need to refer to the relevant policy and/or standards.

    We'd use the words "bad design" when people did daft things like proposing a garage parking space which wasn't long enough to park a car in and shut the door. If that ultimately formed a reason for refusal it would be framed around the local plan policy on the provision of parking spaces, and the standard for the minimum size of a parking space.
