Any driver car insurance question

i hope someone can help with my query, I normally just lurk!
My adult daughter who is in a wheelchair has a wheelchair accessible vehicle and lives in a care home so she has insurance for any driver over 25 so that carers can drive her about as needed.  Trying to save her some money on car insurance, we are with Fish Insurance, and the cost is quite high (nearly £800) last year at renewal.  We have never claimed, the car is 13 years old so value is not high but still the premiums jump by quite a bit every year.  
Any suggestions on other providers or is this a case of ‘suck it down’?

    Has she checked rates on comparison sites?  That's a quick way to get a ball-park position to assess the renewal against.

    thanks for your reply.  I have just tried a couple of the usual comparison sites but can’t seem to get passed the any driver issue.  They asked about named drivers which is an issue.

    Cant recall seeing any driver being an option for a long time... its likely to be a case of hitting the phones; just ask it as the first question before wasting time on the rest of the questions.

    Your problem is that absolutely any over-25 could drive the vehicle, so the insurer has to price for a worst-case scenario.

    That worst-case scenario isn't based on the value of a 13yo vehicle (wheelchair-accessibles aren't cheap, even older ones), but on the costs of the things and people that the 13yo vehicle gets bounced off...

    Is there a restriction to cover for drivers with more than a certain number points, or recent bans, or claims...?
    If so, I guess it might cause issues with having to potentially restrict which carers she gets - not least having to identify each carer's history and balance it against the insurer's criteria.
    If not, the insurer have to factor in the risk of covering a driver who only got their licence back yesterday after causing a mahoosive pile-up whilst utterly off their face... The sort of driver who they'd never touch if they were after a policy in their own name...

    Fish Insurance cover for any driver over 25 with a clean licence at present, maybe that’s as good as I’ll get?

    ...any over 25...

    Still allows for plenty of bent cars in their past, though. On the other hand, 0 pts AND 0 claims would probably be very, very awkward in terms of her ever getting driven anywhere when she wants to be.

    What's the EXACT wording on the certificate?

     ‘My name’ and Any driver aged 25 years and over with the permission of the Policy Holder

    Have you, or any driver named on the policy, had any motor offences, including convictions, endorsements, fixed penalties or points in the last 5 years or any prosecution pending? No

    That last paragraph reads like a question from a proposal form (or comparison site), not the certificate. It's what's on the certificate that matters.

    Persons or classes of person entitled to drive: As defined below providing that the person driving holds a licence to drive the vehicle or has held and is not disqualified from holding or obtaining such a licence
    ‘My name’ and Any other person driving on the order or with the permission of the Policyholder
    The policyholder may also drive a motor car not belonging to the policyholder and not hired to the policyholder under a hire-purchase agreement or leased to the policyholder under a leasing agreement, provided that:
    • The policyholder has the owner’s permission to do so; and
    • The policyholder still has the vehicle identified above by its registration mark and it has not been damaged
    • beyond economical repair nor been stolen and not recovered; and
    • The motor car is registered within the geographical limits; and
    • The policyholder is not using the motor car outside of the geographical limits; and
    The policyholder is not insured under any other insurance to drive the motor car.
