Yes, that's right.

If they give away the money, there is a new jackpot the following round which, in this case, is £10k more than the previous week. If they don't give it away, then the jackpot still increases by the same amount.
As you've pointed out, there has been hundreds of thousands of pounds that have not been given away, but will also not be added to any future draws. I don't want to make any accusations of foul play, but I can see why people start conspiracies when they see how much money they save by not having a winner....3 -

The Prize will not be lower than the Prize for the previous Draw. All entries from the completed Draw, and any previous Draws, where no winner was declared, will automatically be eligible for the next Draw. Entrants do not need to enter again in order to be eligible but are able to do so if they would like to increase their chances.Posting is a privilege, not a right. This is a privately-owned site. The company make so much money from the competitions it would not be worth the risk of attempting to "fiddle" the outcome. It makes no difference to the company selecting a caller if the caller wins or not.
Who benefits if a bit is saved by there being a rollover? Certainly not low level employees or any one on the company side who is likely to have anything to do with the competitions. Bauer annual revenue last year was 2,2 bn Euros2 -

It would have been fairer to have a daily cash register with even £5,000 than all this. Just one winner will win eventually a huge amount.2
