Problem accessing HMRC to pay tax

I think it’s not that the Government Gateway system can’t see P60s as they are on the initial list of documents that can be used. What happens is that the list of documents that can be used reduces to exclude them after you have input your personal details (name, dob, and NI number) as it registers that you haven’t paid NI in the qualifying year. Which seems mad - why is it fine as a tool to prove ID if you’ve paid NI but not if you’ve only paid tax?! I never imagined trying to pay tax could be so difficult.... and actually why is ID so important for this action anyway as I don’t suppose many people steal your ID in order to pay tax!
oh, and joy of joys I’ve now started getting spam calls threatening that I will be arrested for tax fraud on the phone I’ve been using all week to contact HMRC.....just how secure are their systems??
