Lebara not issuing PAC

Anyone know why not?
Trying to switch to 1pmobile for hardly used mobile, but I want to keep the number.
Been with Lebara a few months, but then read about 1pmobile here, on MSE.
I've tried texting PAC to 65075 and calling Lebara customer services.
All attempts result in SMS reply saying the request is rejected and out of business terms. But customer services don't know why and just say they'll sort it out by the end of the day (and then don't).
Anyone any clues?

If you're getting no where trying to discuss it with them, then I suggest you need to exhaust their complaints procedure.
https://mobile.lebara.com/gb/en/complaint-code
This gives them 8 weeks to resolve the issue or provide you with a "deadlock" letter. Thereafter you can refer the matter to OFCOM.My farts hospitalize small children0
