Timing the change of suppliers e.g. 30 days notice.

I can never figure this out whether for phones, broadband, TV etc.
This is actually for my brother who has learning difficulties but it's his money and I don't want to confuse him otherwise I wouldn't be giving it too much thought.
His broadband contract with TalkTalk finishes in just over a month's time. Unless they agree to match another provider's price then I think I'll get him moved over to another.
You're supposed to give 30 day's notice when finishing a contract but how does that work?
Do I sign up with new provider 30 day's just before my old one finishes but will I (he) end up paying for two at a certain point, however, if I sign up after 30 days notice do I have pay for an extra month with the old provider at the contract full price?
Is there a rule of thumb when you're supposed to switch over?

14 days before contract ends sign up with new provider .Be aware that you probably may not match off and on dates and depending upon switch may have some down time .1

It's now "gaining provider led" for ISPs on the Openreach network, so sign up with the new provider who will give your notice to TT, you won't have to, and as long as you initiate the switch no more than 14 days before the end of the TT minimum term, as said above, you will avoid any early termination.None of this applies if switching to / from Virgin Media or any other provider that does not use the traditional BT phone lines.
