Ryanair - flight change fee

I had booked flights with Ryanair under their 'no change fee' promise, which states 'complete flexibility and peace of mind'. I'm now having to change the flights (which I assumed would be hassle free because of their no change fee campaign), but because the new flights are cheaper (i.e. they won't get more money out of me for the fare, which I've no control over), they're charging me a second time for bags (€140). Has anyone else had this, seems completely unreasonable, and I feel very misled.
The new flights are €345 cheaper (for family of 5) than the originals I booked, so I'm taking a 'hit' for that, which is fine (I don't expect a refund), but to then be charged a second time for bags seems excessive.

have you tried speaking to them on live chat? I'm pretty sure they transferred my luggage for free a couple of years ago.0
