  • I seem to recall that about 15 years ago - when the talk of shutting down analogue transmitters was mooted - there was talk of the government subsidising Sky for those who couldn't receive digital broadcasts ?

You don’t need to go to Sky.  You can buy a satellite dish and get it installed and buy a freesat box .

My sister has this dilemma (after moving into a new property)
What are her options to receive a live TV signal?

What does this even mean?  Unless your sister has moved to an underground cave its almost granted you have a signal of some sort.  Its far more likely the rooftop aerial is broken/doesn't exist.  But other solutions are available - iPlayer, ITV Hub, All4, etc...
There is NO freeview signal - she is in the shadow of cliffs !
without telling you her postcode, I don't know what else I can say

Knowing a partial postcode would help figure out a possible solution, it won’t be too much invasion of her privacy. Either that or a Smart TV for catchup, or the Amazon TV Firestick already mentioned and an Amazon Prime subscription.

Is that good or bad?   What kind of budget did you have in mind?

BTW, the article says £254 including installation.
