My son and his father live in Wales and none of them needed any ID when they had their vaccine.

Very odd- not in Wales but can't see anything on any of the official sites suggesting that this is a requirement - I'd suggest that he takes along his expired passport and that he also ensured he prints off his booking details and NHS number.
All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)1 -
I was not asked for photo ID. But just as a point of interest, an expired passport is still valid ID in the UK providing your son can be recognised in the photo - ie it's not a photo from when he was five years old.0

It’s needed in Northern Ireland too and I saw someone being turned away because they didn’t have photo ID. I was told a ‘recently expired’ passport was acceptable but they didn’t define ‘recent’. Failing that, I think your son will just have to wait until he can get photo ID.0

I contacted the Health board and they are insisting photo ID is required.

I’m in NI and have had both doses. Wasn’t asked for ID at either appointment. The invitation letter I received made no reference to needing it.0

I'm in Swansea Bay Health Board area, and was not asked to bring ID. My apt letter said to bring the letter with me, along with a mask and pen.0
