Why not, if it's where you live? Are you on the electoral roll somewhere else? Not sure whether that's part of the problem though.

From what I have read you have got the point across, and people have explained many reasons why they may not be quoting for your second car. Unfortunately, nobody knows the reason because, as has already been pointed out, they don't always tell you the reason for their decisions. The phrase I have come across in the past is "it's decided by the underwriters", and there is rarely a reason given. You might just need to try some more insurers or take a different tack, such as selling your first car before you buy the second one.
