Car Insurance will not quote me!

I currently have car insurance with a reputable insurance company. I tried to get car insurance for a second car, as I am planning on selling my first. This will take  some time. 
However, car insurance company run through the details for the second car, but they will not quote me. Nor will they tell me the reason why they won't quote me. 
There is no adverse history against me. 10+ year no claims bonus, no convictions, no bad loans, no points, average car etc... 
The only thing is that I am registered at my parents for all financial information e.g. banks, credit card, mortgage, business. However, the car will be kept at my flat, which is live where I live. I run a business (limited company) and my dad does the admin and bookkeeping, so all correspondence goes to my parents. The post box at my flat is not secure, anyone can pull out letter, so I never changed addresses.   
I had no problem in getting car insurance, but had the same problem with Aviva. Something had changed in their insurance quoting system. It looks like a robot is making a decision. 
I can't be the only one in this situation. There are people who have second homes who will be in a similar situation.
Where do I get insurance?

    Is your current insurance using your parents address or your flat?  It's possible that some form of fraud is suspected, and no financial institution will give that as a reason for declining business.  As you are having the same problem with other insurers, that would certainly be my suspicion. 
    If they simply didn't want to insure at your flat address, or didn't insure the vehicle you are planning to purchase they would have given the reason.

    Presumably you aren't trying to use the NCD that is currently tied up on your other policy?

    I would certainly hope so. If anyone is out there manually reviewing every applications it's going to cost a fortune.

    It could be anything. The car, your risk profile, changes in underwriting criteria.  Do you already have the second car? And were you trying to use the same 10 years NDCD as you have on the first?

    My insurance is where the car is kept overnight, which is at my flat.  There is no fraud.
    I am not on the electoral role at my flat.

    Nothing of the sort. It would be a second policy, but they said they could help me on that. It would be short term, until I sell the first car.

    The situation is a bit daft. If I get my insurance renewal, they will cover me. However, they will not cover me on a second car! (basically no new policy). Existing policy is okay.

    I have the same problem with Aviva, however, I used to be insured with them before. I changed to another company. 
    I think they are doing a credit check on the flat, which of course there is nothing to find. I don't apply for loans or credit card at my flat address. I do pay the bills and I do own the property.

    Then they are likely to see conflicting information on the credit reference agency reports with both addresses being listed as your home. For most this would just mean they wont offer you the option of installements but some will decline to quote on any issues coming back from the CRAs

    I think I am falling foul of this (can't prove it).

    Are you changing for a car that's in a higher insurance group? You may find for example that your current car is group 19 let's say, and the policy can provide cover for any car up to a group 20, and the car you're looking at is a group 23 - then that could be a very simple reason why they won't quote you on the new car - it may be beyond their risk appetite priced into their package.
