Read the brochure for the development plot (from the link that BikingBud found):

The boundaries marked suggest you would not own the driveway at the side of the house, which would go with the development plot.
The whole brochure is worth reading (e.g. it describes renewal of planning consent), but most important for the question at hand is this statement:
"36 Breach Road will reserve a right of access over the new driveway coloured green on the red line plan. This will provide access to a new garage which will subsequently be constructed to the rear of the garden for 36 Breach Road."
It goes on to describe the responsibilities of the purchaser of the development plot to knock down the double garage and rebuild a lean-to outbuilding along the gable end of the existing dwelling.
Presumably they will not sell you the property without you agreeing to these boundaries. I assume you could refuse to allow the purchasers of the development plot to build the lean-to (which might be wise as they have no incentive to do a good job really). According to the brochure they have no obligation to build the single garage, so that would presumably be at your cost.
If you were to agree you would expect the property to be significantly under market value of what you viewed to account for the smaller plot, shared driveway, no garage, and potential for huge disruption.
Of course as mentioned, if the double garage does remain within your boundaries, it could be a great purchase because they'll hardly be able to sell the development plot to anyone else - you could just wait until you can afford it, and buy it for significantly less than it's currently advertised at. Seems very unlikely though.

I suspect that is not the house/plot the OP is looking at as the house is not up for sale also the plot is now £260k.
