Low cost housing doesn't come into it. According to you every house in my village with a dish must be low cost housing including the couple of £1m houses.
Cable is not, in a lot of cases, an option0 -

houses are £700k-£2m in the streets where round where I live, and most have satellite dishes. Having a satellite dish doesn't mean you are in low cost housing, just makes it more likely.0

If it is a modern house which the covenant suggests, front elevation could be brick 102 mm thick side elevations block 215 mm thick. I see many satellite dish installers using 150 mm coach bolts. Breaching the covenant could invalidate any NHBC warrantyPlay with the expectation of winning not the fear of failure. S.Clarke0
