    If this is a private sale then no postage needs refunded. The CCR's are for businesses not private sales. 

    You could even refuse delivery as they really have no PayPal case either. Bottom line is you're getting a neg no mater what happens so don't make it easy for them.

    But the OP said the buyer just didn't like it because it was too big.....dimensions/size were listed so no returns, I'd be telling the buyer to do one even if it meant a negative feedback. In fact I sold some new jeans my wife had bought and the buyer said too small and wanted refund......No refund given negative feedback didn't bother me because buyer put a sarcastic remark about being too tight, my message back to her was "size was stated maybe you need to go up a size"

    The seller has already, albeit reluctantly, accepted the return.  Even if they didn't, the Paypal case would still be an option for the buyer.

    Companies can give buyers rights over and above those stated under distance selling regs. On ebay change of mind returns get a full refund including outward postage, it’s the same for Amazon and many other online selling sites.

    I have not got item back yet but I have already messaged buyer that I will refund on return. Thought I had no choice as item on its way back.
    Like everyone said, they can claim from PayPal if I don't play ball.

    I would never send something back unless it was ok to do so.

    It was purely a change of mind as the reason given was that they didn't like it and further on said they thought it was going to be smaller. The size on description was 23cm so small anyway.

    For business sellers yes.

    For private sellers you only have to accept the return if its not as described. If it is a change of mind and you described it correctly then no issue. However that leads to some buyers claiming its not as described or deliberately damaging things just to be able to return them. But legally there is no reason for a genuine private seller to accept change of mind returns.

    No and nor should it.  However a buyer may simply open a SNAD and force a return with the seller stumping up the returns cost. 

    The buyer is king.  Ebay don't poke their noses in too much they just ask the buyer to return it with the selling footing the bill.
