Each company will have a registrar who maintains the register of shareholders of the company. A share certificate is a confirmation that the named person held that particular number of shares as shown in the register of shareholders at a point in time. You can use a search engine to try to find out who that registrar is, and the executor or administrator of the estate can contact the registrar to find out whether the shares you found are still valid and how many shares they now represent (as a company's share structure can change over time).
Then, assuming the company is still traded on a stock exchange you can look them up to find out what the value per share is, and the executor or administrator of the estate can use that value in their probate application (if making one).
The executor could either then sell the shares through a stockbroker (or in some cases, the registrar may offer a selling service themselves), or transfer the shares to the beneficiaries of the estate by contacting the registrar.1 -

Sorry to hear about your loss.
It is worth having a look at the papers to see if your brother had an account with an investment adviser or stock broker. If so, it may be that these shares are now held electronically - in which case you would contact the adviser/broker to get them put into your name.
Some of those companies are based in places like Bermuda and Belize, so it might not be easy unless you can find the broker involved.0
