If you turn off the stopcock or your switch under the sink that controls the mains pressure cold supply any cold taps fed from it will have no water.
Any taps/toilets etc still supplying water will be from a cold water tank. Some house do have both to compensate for a short term mains water disruption. Cold drinkable mains water to sinks and cold water from tank to baths etc.
Combi boilers usually are fed by mains pressure cold in hot out. No need for cold water tank.
If you have cold tank supplying as such then with a new combi a replumb may be required. If taking out tank.The world is not ruined by the wickedness of the wicked, but by the weakness of the good. Napoleon0 -

Just an update, had new boiler fitted today, total cost all in was 2300
The plumber said our central heating water was indeed coming from a water tank in the loft (now removed) he said that he had no idea why they had done that.
All working great now, new boiler with hive and love it.
