What are we looking at? Bottom of the bumper? Or sill under the door?

If bumper, then it's a straightforward replacement. Shouldn't be expensive.

If sill, is the door still opening and closing OK?
It's eminently doable - a bodyshop will pull it out as much as possible, rather than cut-and-replace.

I doubt the repair would be anywhere near £2,500 - unless it needs cutting out and replacing.

I'd ask whether it's worth going through insurance anyway?  It would be well worth a quick visit to a body shop and ask them for a quote to do it "privately", i.e. not going through insurance.  Or even - dare I say it - have a go at it yourself.  The latter option depends very much on your priorities.  A DIY job will be far from perfect, and will never be as good as a professional repair.  But if you're not too fussed about looks, you should be able to do a "near enough" job yourself.
If you're planning on selling the car in the future, it'll make a difference.  But if you're planning on running it until it dies, does the odd ding really matter?

If that was my car, I'd leave it.
Certainly not worth an insurance claim.

If that’s the sill, would it be an issue for the MOT as it is damage to a structural area of the car. Certainly rust in that area is a fail.

    Nope, it isn't weakened.
