    They do accept commercial waste.
Carpet companies / licenced waste collectors etc etc all use the sites.

One of my clients is a general builder/joiner who does mostly small jobs (not extensions etc), and does a fair bit of replacement windows/doors/flooring etc.  He just stacks up his waste from small jobs until he's got a lot and then hires a skip for it.  For any jobs where there's a lot of waste, he gets a skip delivered to the customers' house and includes the cost in their quote.
I'd say that wouldn't work for everyone: if the OP started stacking waste in the garden of a rented property, there might be complaints, and the tenancy agreement might well have something to say about it. If he has a workshop, it's a different matter, of course.

The first step for the OP is going to be the waste carrier's licence, without which removing any 'waste' from a customer's site is going to be problematic.

The second is going to be finding out what local arrangements there are for commercial disposal in their area. In mine, you cannot use the household recycling centres and I'd have no idea where a business would have to take their waste. greyteam seems to think it's different in his area.

Then there's comparing that with the 'stack and skip' method.

A quick search shows that there are plenty of places offering UPVC and glass recycling which would be the most environmentally friendly thing to do.

Can't be charged per ton at the amenity sites in my area as they have no way of weighing the waste

They don't weigh the waste itself.  They weigh the vehicle in and out.
There are no facilities for weighing vehicles either.

If they accept commercial waste, then they will have a weighbridge and will charge for waste.
You may not have seen it, but that doe snot mean it isn't there.  Turn up in the commercial vehicle and they will soon pull you to the side, check your waste carrier licence and ensure you are correctly weighed and charged.  Even if you don't turn up in a commercial vehicle, if you start making regular trips with clearly commercial waste, they'll soon spot that and show you the weighbridge.

I can assure you that there are absolutely no facilities for the weighing of vehicles at any of the 3 amenity sites that I use.

Possibly they don't accept commercial waste or there is a different entrance with a weighbridge.  Weighbridges are not that obvious as they are a metal plate flush with the tarmac that you drive onto.  The local authority web site will no doubt mention commercial waste arrangements.

I would start here and see what comes up for your area and what their commercial charges are.  https://www.britglass.org.uk/our-work/recycling/windows

But a banker, engaged at enormous expense,
Had the whole of their cash in his care.

Wasn't waste disposal part of your business plan when you were setting up as it would have been an expense that would need to be considered.

To take commercial waste to the local tip, or even to a central yard to be collected by a skip company, the OP's business needs to have a Waste Transfer Licence.  Doing this process may help educate the OP on the obligations and how to identify the weigh-station at the local tip, or suitable venues that can accept commercial waste (as the OP is adamant none of the three sites they use are able to accept commercial waste).
